One of the ways the SSA evaluates the mental capability of a claimant is to look at basic mental demands.  For competitive, remunerative (profitable), unskilled work continual abilities should include understanding, carrying out and remembering simple instructions and dealing with changes in a routine work setting.  If there is a substantial loss of ability in these areas, then the person's work-related activities would be limited.  According to the SSA, this would justify a finding of disability because of a severely limited occupational base, regardless of claimant's age, education or work experience.
