 You are automatically entitled to a second opinion on your permanent partial disability rating. This must be scheduled and paid for by the adjuster. They'll likely tell you that you aren't entitled to a second opinion on your restrictions. That isn't true. Unfortunately they've convinced enough doctors that it is true that many doctors won't comment on that for fear the bills won't be paid. 
 You are entitled to request a second opinion on any aspect of your case. If the workers compensation adjuster refuses you can ask the Industrial Commission for permission for this to occur. We make these requests weekly. In order to improve your chances of getting a yes from the NCIC, however, you do not want to appear to be doctor shopping. By that we mean the Industrial Commission isn't going to send you to a series of different doctors just because you don't like what you're being told. It may sound like we're taking the insurance company's side here -- we're not. We actually think you should have the same rights the adjusters do, and they'll routinely send you to different doctors looking for a better option (think full-duty return to work with a very low rating). 
 In our experience the Industrial Commission will grant injured workers' requests for a second opinion whenever there are legitimate concerns about course of treatment, surgical options, ratings, restrictions, etc., and when there has not been multiple prior requests. Despite this you shouldn't expect an adjuster to acquiesce to your request. If they can get half of the injured workers to drop the subject by simply refusing, then the odds are the adjuster will keep up the tactic.
